New members elected to World Leisure Board of Directors

World Leisure is pleased to announce the results of election for individuals to serve as members of the World Leisure Board of Directors. The following individuals were elected to the World Leisure Board of Directors:

The World Leisure Board of Directors has as its primary role is to set policy and direction for the organization, including the approval of those programs designed to accomplish its mission. The Board appoints the Board Vice-Chair, Secretary General, and Treasurer, and provides each with general guidance and direction.

Five (5) positions were filled during the recent elections conducted by the World Leisure Board of Directors. Procedures involved seeking and receiving nominations, a review and advancement of recommendations by the World Leisure Executive Committee and then ratification by the World Leisure Board of Directors.

Kimberly Heffernan Moss hired as World Leisure Program Assistant

Kimberly Heffernan-Moss has been hired as the new Program Assistant for World Leisure. Highly qualified for this position, she most recently served as Project Manager for the World Food Prize Foundation. In addition, she has served as the Registration Coordinator and Office Manager for the AAU Junior Olympic Games and as a Legislative Assistant in the President's office at the University of Northern Iowa. Kim speaks several languages, including Swedish and Russian.

Kim holds a Bachelor of Arts Degree from the University of Northern Iowa with a major in Political Science and a minor in Russian. Currently, she is pursuing a masters degree in Philanthropy and Non-Profit Development at the University of Northern Iowa. In her role as Program Assistant for World Leisure, she is responsible for maintaining the membership base, the mailing list for the World Leisure Journal, correspondence with the World Leisure Board of Directors and Executive Committee, coordinating the World Leisure website, maintaining the file system, and handling the day to day interactions with members and other stakeholders under the direct supervision of the Secretary General. Kim’s immediate plans call for establishing a newsletter to be circulated on a quarterly basis to the membership of World Leisure.
Chuncheon City, Korea Wins 11 th World Leisure Congress

Chuncheon City, Korea is the bid winner of the 11 th World Leisure Congress to be held in 2010. Derek Casey, Chairman of the World Leisure Board of Directors, announced the winner at a press conference attended by the local, national and international press held in Chuncheon City, Korea on August 26, 2005. In selecting Chuncheon City, Casey indicted that “. . . strong support from the community as well as provincial and national leaders were strong elements influencing the selection process.” In addition, the Chuncheon City proposal was particularly effective in addressing priorities of the World Leisure Organization especially the proposed peace initiative with North Korea. Secretary General of World Leisure, Christopher Edginton, noted that “. . . legacy elements such as the development of distinctive areas and facilities and programs and events will have an impact on the community in future years to come.”

A community celebration to announce the event to the community was attended by over 20,000 individuals and featured presentations by Dong-chea Chung, Korean Ministry of Culture and Tourism; Jin-sun Kim, Governor, Gangwon Province; Chong-Su Ryu, Mayor, Chuncheon City; Dong-Sung Cho, President, Korean Society for Leisure and Culture Studies; Chairman Casey, Secretary General Edginton, and others. Chuncheon City has been designated as a “leisure city” by the government of Korea and the World Leisure Congress and related events will serve to assist the community with its new focus. Chuncheon City is a community of over 250,000 located approximately 80 kilometers from Seoul. Noted for its scenic beauty, forest, and man-made lakes, Chuncheon City’s major industries include tourism, knowledge and culture, and education.


World Leisure EXPO 2006 Update

Committees are at work developing plans for the first World Leisure EXPO devoted to leisure in all of its forms. The six-month event will feature over 40 special festivals and events, as well a wide variety of on-going exhibitions. In addition to general involvement in EXPO planning, the Association has particular responsibilities for international marketing, education and training, research, and the Leisure Prize. The 9th World Leisure Congress, with an expected attendance of more than 3,000, will be held in October of 2006 in conjunction with the EXPO.
Most of the events and exhibition will be situated in either the World Leisure Garden or the World Leisure Folk Garden, two mega projects now under construction.
A major feature of EXPO 2006 will be the convening of a Leisure Summit, to provide an international platform for the creation and approval of an evidenced-based global declaration on the role of leisure in contemporary society. The summit will bring together senior representatives of each of the major leisure sectors, including: travel and tourism, sport, the arts and culture, theme parks, recreation, special events, festivals and celebrations, children's play, and health and fitness. World Leisure Board Appoints New Officers

Secretary General

Dr. Christopher Edginton was appointed Secretary General of World Leisure by the Board of Directors, effective October 15, 2004. Dr. Edginton is currently Director of the School of Health, Physical Education and Leisure Services at theUniversity of Northern Iowa. He holds a B.A. in recreation from San Jose State College, an M.S. in park and recreation administration from the University of Illinois, and a doctorate in higher education management from the University of Iowa. Traveled widely, he brings important and extensive experience in educational management and program development to World Leisure.

Dr. Edginton replaces Dr. Gerald Kenyon, who served as Secretary General for the past eight years. Dr. Kenyon has been appointed as Director 2006 World Leisure EXPO and is responsible for coordinating World Leisure involvement in the EXPO 2006.

The World Leisure Secretariat has been moved from Canada to the University of Northern Iowa. Ms. Carol Kenyon retires from the position of Executive Officer after for seven years service to the Association. Ms. Mary Franco of Iowa has assumed the administrative responsibilities of the Secretariat. The Secretariat email address remains unchanged at: secretariat@worldleisure.org


Board Chair

Dr. Derek Casey of Edinburgh, Scotland has been appointed Chair of the Board of Directors replacing Dr. George Torkildsen, whose term ended in September. Dr. Casey has served as a member of the Board and its Executive Committee for the past three years. Former Director of Sport England, and currently a sport and leisure consultant, he has considerable experience and background in public sector policy development and management. Dr. Casey has occupied a long list of international positions and responsibilities in sport and leisure.
Dr. Torkildsen served the Association in several roles, including Vice President, Acting President, Board Chair, and member of the Executive Committee. He has also been closely involved with the World Leisure Centre of Excellence-Wageningen (WICE-Wageningen).


Treasurer

Mr. Andrew Williams (UK) replaces Dr. Arnold Grossman (USA) as Treasurer. Mr. Williams is the Managing Director of Franklin Andrews, an international firm involved in managing the construction of major sport venues. Dr. Grossman has served World Leisure for over two decades as a Board member, as founding Chair of the Commission on Access and Inclusion, as Treasurer, and as the long-serving Chair of the successful World Leisure International Scholarship Program.


2004-2005 Board of Directors

The World Leisure Board of Directors welcomes new members Bob Robertson (Australia), André Thibault (Canada), and returning member Larry Neal (USA). Retiring from the Board this past September were: Arnold Grossman (USA), Rob Lynch (Australia), Henk Siegers (The Netherlands) and Tony Veal (Australia).

Board terms are for three years, with the possibility of re-appointment for one additional term.

New Editor-in-Chief for World Leisure Journal appointed

With the retirement of Professor Francis Lobo, The World Leisure Board of Directors has appointed Professor Ken Roberts of the University of Liverpool Editor-in-Chief of the World Leisure Journal, effective January 1, 2005.
Professor Roberts, a distinguished sociologist with numerous contributions to the leisure literature, and frequent participant in leisure conferences and Congresses will be serving a four year term. He plans a number of enhancements for the Journal, now in its 46th year of publication, and will be assembling a new Editorial Board.

Dr. Lobo, who revised the refereeing system and oversaw the introduction of the on-line version of the Journal in 2000, was recognized for his many contributions over his eight years of service at the World Leisure General meeting held during the recent World Congress in Brisbane.

Professor Bohdan Jung, of the Warsaw School of Economics will continue as Managing Editor of the Journal, responsible for its production and distribution.

2005 European Regional Conference - Malmö Sweden

The first World Leisure European Conference is scheduled for May 23-27, 2005 in Malmö, Sweden, with the theme of "Leisure and the Young Migrant: Identity, Integration and Community". The conference will address what the world has long experienced - the movement of persons across national and regional boundaries, caused by various political, economic and religious forces.

The consequences for both outbound and inbound communities have been profound. Currently, the communities of Europe are endeavouring to cope with the consequences of migration at unprecedented levels. Consequently, in pursuing social, cultural and economic development, cities and towns face such issues as identity, poverty, employment, cultural diversity, discrimination, integration and citizenship.

Malmö has a diverse population of people from all over the world, with 160 nationalities speaking over 100 different languages. The City uses leisure planning and leisure activities as a method to build a better municipality and community. Thus, the central thrust will be: "Can leisure play a role in dealing with many different cultures and with the young migrant:?" The aim of the conference will be to promote a better understanding of the diversity of different cultures, help to eliminate all forms of discrimination, and promote equality at all levels in society, with a focus on the UN´s Declaration of Human Rights.

World Leisure Sets Priorities

At its last meeting, the Board of Directors reviewed the work plan for 2004 as set out in the document A World Fit for Living: World Leisure Priorities for People 2004-2008, which was mailed to members last December.

Based upon the four general priorities for the period, specific activities and achievements targeted for 2004 include:

1. Heightening the Awareness of Leisure Benefits

  • 8th World Leisure Congress in Brisbane promotes new directions of World Leisure
  • Strengthened or new presence in UN Special Agencies, especially UNESCO, UNICEF, UNDP, WHO, and WTO
  • Stronger World Leisure media programs, especially electronic
2. Improving Policy and Legislation
  • Significance of leisure already present in major International conventions, identified and promoted
    (particularly the UN, UNESCO, UNICEF, WTO)
  • Data base of existing national leisure policies and best practices established
  • World Leisure Executive Development Program Designed, with pilot implementation

3. Strengthening Leadership

  • WICE-Wageningen Program: New partnership with Wageningen University (The Netherlands)
  • Agreements established with other institutions to offer vocational training and education
    programs

4. Expanding International Cooperation

  • New affiliation agreements between World Leisure and other international non- Governmental leisure organizations, both practitioner and scholarly based
  • Increased participation in meetings an programs of international governmental organizations, especially those of the UN
  • World Leisure web site available in Chinese
  • Web site content strengthened to reflect priorities

First World Leisure Chapter Formed: Chinese Taipei

The first World Leisure Chapter, World Leisure Chinese Taipei, was formed August 7, 2003 to promote the activities of World Leisure locally through educational, research, and advocacy activities, including Chapter meetings, discussion groups, research and advocacy projects and public forums. The Chapter's membership is open to all persons supportive of the mission and goals of World Leisure.

Chapter Chinese Taipei is headed by Professor Horace Ho-Mu Chen, of the National Taiwan Normal University. The Chapter's Terms of Reference provide for it to establish its own By-Laws and rules governing its committees, elections, financial affairs and procedures, provided they are consistent with World Leisure policies. Professor Ho-Mu Chen serves as President of the Chapter, along with fellow officers: Vice President Professor Joe Chin-Hsung Kao, Secretary Treasurer Associate Professor Hsiao-Ming Chang, and Secretary General Mr. Jeffrey Kuo. Currently, the Chapter is comprised of 18 members.

There is no one Chaper model for all situations; rather, Chapters are set up based upon local needs and arrangements, with mutually beneficial arrangements. A Chapter Charter is granted by the World Leisure Board of Directors for an initial period of three years, and eligible for renewal based upon a record of successful activity. The basic Rights and Privileges of a Chapter include:

  • each Chapter is authorized to use a special World Leisure Logo, designating the locale of the Chapter
  • Chapters are given special recognition through the Association's media and events, including the World Leisre web site and Congress and Conference materials
  • each Chapter receives World Leisure materials and publications in proportion to its membership
  • World Leisure encourages its Officers and Program Managers to work with Chapters on projects of mutual interest.
